Badly needed in Oregon, as the landlords here think they can do as they please as the fines imposed upon them are chump change.
Also keep in mind that the huge hispanic surge to Oregon,( illegal aliens) and their anchor babies have driven up rents and displaced legal Americans from affordable housing
