Columbia County Outsourced a Job to Cedar Landscaping which hires only foreign born Hispanics- Can we say illegal aliens?

Cedar Landscaping hires ( allegedly) illegal aliens from Mexico and other latin countries. They do not hire Local Americans from Columbia County. There work crew consists of three very foreign mexican appearing males, all young. So why did Columbia County hire Cedar landscaping to put in a few potted plants at the new CCRider location? Why didn't they hire an American like "all in the family" landscaping or PJ Lawn Service, both local columbia county businesses? What is it with Columbia County that there are no jobs for legal Americans, yet government still hires business that hire foriegn nationals ? Does Cedar Landscaping use EverifY?
